NY-Sun adds new tier to Inclusive Community Solar Adder incentive

NYSERDA ICSA funding has expanded incentives for Upstate and Con Edison projects that meet the requirements of Community Benefit Projects.

The capacity allocated to eligible ICSA subscribers is for low-to moderate income households, affordable housing, and other vulnerable communities. Eligible projects will receive a fixed USD 0.07 per Watt for the full capacity and a USD 0.10 per Watt on performance, designated to ICSA eligible households.

PowerMarket has been managing community solar projects for both residential customers and municipalities over the course of a decade in New York State and has been at the forefront of leading clean energy with servicing the first projects implemented in the state.

Lodestar Energy, Green Street Power Partners, Accord Power, and EDPR NA are the developers PowerMarket is partnered with in New York State. To date, there are 29 ICSA projects under their portfolio with a combined capacity of 57 MW, 34 MW of the total is committed to ICSA eligible LMI subscribers.

The ICSA funding first went live in July 2022 and closed in June 2022. An additional round opened in October 2023 and to date is still ongoing. Eligible projects have to fulfill the requirements of 1.) NY-Sun Commercial and Industrial and/or NY-Sun Nonresidential Program, 2.) Status is approved with designated utility, 3.) Projects have to reserve a minimum of 40% capacity to eligible subscribers, 4.) Projects have to reserve a minimum of 50% of the ICSA to eligible residential subscribers.

Currently, of the 860,000 kW available, only 5% for Upstate Community Solar Projects have been accepted- leaving 820,000 kW available. The Con Edison Community Solar block is only 5% full, with more than 95,000 kW of capacity still available. Moreover, no projects have been submitted for the Upstate and Con Edison High performance blocks. These are covered by the ICSA funding for “High Performance” projects that dedicate more than 60% of their project’s capacity to eligible subscribers.
